I'm not about to argue that Madonna is a brilliant or even dependable actor. But I will say that I loved her performance in Dick Tracy (only she could play a cartoon as well as Al Pacino, and since that was the task at hand, it's high praise), and I also really enjoyed her performances in Evita, A League of Their Own, Desperately Seeking Susan, and Bloodhounds of Broadway. And here's a super hot take: Swept Away isn't nearly as bad as everyone says it is; people (and critics) were just mad that she was starring in a Guy Ritchie film (he was her husband at the time) because jealousy, misogyny, etc.

When she's bad, she's really really bad -- and I won't argue that point. Body of Evidence is pure trash, Shanghai Surprise is embarrassing, The Next Best Thing is dreck, and Dangerous Game is damn near unwatchable. But I maintain that these would be bad movies even if Julia Roberts, Julianne Moore, or Juliette Lewis had taken her roles. Maybe not as bad, but not great. (Julianne Moore was actually in Body of Evidence in a supporting role, and it was not a career highlight.)

But I do think there were moments when she really shined on screen, which is something I'd never say about Steven Seagal.
